I am not sure what software you are talking about, but WinAmp has a TV thing in it that you can connect to channels and watch TV shows.

It is right that you need a hardware to view TV on computer If you want to see whats being broadcasted through signals, but if you want to view an internet TV then you just need a software to stream that URL for you and you can see TV on your computer, but it requires high bandwidth internet connection.

It is not a scam , I bought one but it is not worth the money, most of the channels are recorded, some of them live but not the channels you watch on TV, channels you do not care about and they are not clear 99% of them com in foreign language.

Streaming online TV is almost a failed concept…u can try one such ware called Easy TV (Google it) lots of international tv stations there..but there r issues like language and most of the stations r free to air ones which r a waste of time ne ways.what u r looking for is probably is IPTV..which is still a fair duration away from us.
online audio is big though.u can not only hear audio from websites..or radio station wares(like easy radio)..but also start ur own broadcast radio station(check out SAM Broadcaster)

The only way I know of is to get Windows XP Media Center Edition that has a live, TV tuner built inside the Operating System. Any other program is probably a scam or w/ viruses.
