He was Licensed in Texas. But he is no longer practicing anymore. So I don’t see the point of getting a licensed. I believe he is just there on TV to give off his opinion. Take it or leave it type situation.

He is able to operate his show without a license because he is not functioning as a therapist for the people on his show. Any one can offer advise or run a talk show. The law regarding licensing only applies if you are treating someone as a patient or client.
In other words, yes, he is a pretend Dr. on TV for entertainment purposes only.
